What is management of change (MOC)?

Also called: MOC, change control

Definition

Last updated

Management of change, or MOC, is a process for reviewing changes to equipment, materials, procedures, staffing or organisation for their safety and quality risks before they are made. Each change is described, assessed, approved by the right people, carried out with the documents and training updated, and checked before it goes live.

In more detail

MOC is common in manufacturing, chemicals, energy and other high-hazard industries, where a small change, such as a substitute material or a new valve, can create a risk nobody planned for. In process safety it is often a legal requirement; in the United States, OSHA’s process safety management standard requires it for covered processes.

It overlaps with IT change management but covers more than systems: changes to people, such as a reduced night shift, can need an MOC too. A pre-startup safety review usually closes the loop before the change is used.

Example

A plant wants to replace a pump with a model from a different supplier. Engineering assesses the pressure rating, safety reviews the hazards, the operating procedure and spare parts list are updated, the operators are trained, and a pre-startup check is signed off before the new pump runs.

Management of change in CheckFlow

In CheckFlow each MOC can run as a checklist with assessment and approval steps for each discipline, halts that stop the change going ahead until approvals are complete, and conditional logic that adds steps for higher-risk changes. A Linked Checklist field can start the pre-startup review.
